how to avoid the duplicate content trap

I know this topic has been brought up before, but I'm wondering if there are any new ideas out there...

Here's the issue: I would like to create site maps for a site that consists pretty much of "widget dealers in ohio, widget dealers in indiana, etc, and other simple topics (widget repair in ohio, etc,etc). I hate spammy pages, and I'm worried about any duplication issue.

The problem is, I can't think of anchor text for the site maps that isn't a duplicate of my page titles, and worse, it would be a duplicate of the listings on my nav pages where the links are "widget dealers in ohio, widget dealers in indiana, etc,".

I produced a site map for one site like this 2 months ago, and have watched the site map page rise in the serp listings while all my content pages have dissappeared. I'm thinking its a duplicate anchor text issue.

Any ideas to beat this problem? Much thanks in advance.
