Is my website A Filter Victim? Can I ever return?

Point-Website was a page 2 site (just launched in May)then I fell to page three, I bought some IBL at 24.95 per month about 250 of them them
WHACK-A-MOLE My site disappeared totally from the SERPS for a particular keyword.

I have a site that has over 200 good articles but is a webportal with over 300-400 outgoing links, however I still got a PR3 in the last update. What the dickens is going on. I still rank for another keyword just not that main one.

Was it the anchor text over optimization...?

If you guys think it was, Ive changed it to some keywords Google Sitemaps said...In your sites content.

So if the filter is on me how long will it take to come off and is their a tool to really tell if my site is being filtered
