Can buying only high PR links hurt your ranking these days?

Hello everyone,

I know there was a time when PR was everything and those days you could get banned if you buy only high PR links. My question is that can you get banned these days, when PR has hardly anything to do with ranking?

My scenario is that I want to advertise on height traffic sites and most high traffic sites have high PR and I have almost none of the low PR links. It’s a new site.

Will this be a bad start? Should I get some low PR links first?
