Rank of related to pages that link to you?

Do those signatures in article comments and forums count?

Hello there!

I know that Google likes that many "good ranked" pages links to you but I´ve got two major questions about that statement:

1. How can you know if a certain page is good ranked?

2. Are those signatures and article comments counting? When anyone signs in a forum with his/her webpage at the end of his post, it appears as a link...
