when you google something, each result comes up with "summary", can the webmaster somehow define what that summary will be?

If you mean the description or "snippet" that appears under the tile (the link text) the answer is that you do have some influence. Google will choose different summaries for different keyword searches -- so nothing is guaranteed.
But if the search terms are also in your meta description element, then there's an excellent chance that your meta description will be used, assuming it's short and concise.
