Can I search for .gov links on specific topics?

I'd like to search for .gov sites that link to other sites by catagory. For example what .gov sites link to sites dealing with red widgets. Is this possible?

Search for: "red widgets" .gov

(note, the words red widgets are in quotes to get an exact match on the phrase)

I guess I wasn't clear enough. Lets say there are 12 websites that deal in red widgets. Each of these sites have backlinks to other websites. I want to know if there is a search command to find .gov, or .anything for that matter, backlinks for all of these sites at once. I basically want to find out what .gov websites are linking to sites pertaining to red widgets. So can I search backlinks using keywords instead of a URL?

Since Google only exposes a small sampling of backlinks, there's no way to do this kind of analysis on Google. You could try the Yahoo! Site Explorer, work with the domain names on-by-one and export your results in TSV format for analysis. Still, there's no direct command and also a limit of 1,000 total results to work with.
