How would Google view this banner ad?

A client has asked if it is worth placing a banner on a relevant page on US Govenment website. The site is written in PHP, the Google toolbar is showing that site at PR7...

However the toolbar shows no ickle green pixels for any subsequent pages.

My feeling is that my client will gain no inbound link benefit in Google by paying to be on that site. Below is an example of a banner ad...
