Will pop unders get a web site banned by Google?

I though pop ups; pop unders, and others techniques were considered “sneaky redirects”

Sadly, no.

Popunders themselves probably will not get indexed, but they would have no bearing on what happens to the launch site.

But if you are launching a petition ... ;)
