google sitemaps has reported that my site has different encodings, is there a site that i can use to check charactor encoding?

Try a program like WebBug using the HTTP/1.1 option.

As long as only one is declared per page, then it does not matter if different pages have different encodings. Of course they should always be the correct encoding for the job that has to be done.
