Terms of Service for Google Maps?

I have a client that went to sign up for Google Maps and when they were creating the account they actually read the Terms of Service which states that Google Services are made available for your personal use.

"You may not use the Google Services to sell a product or service, or to increase traffic to your Web site for commercial reasons, such as advertising sales. You may not take the results from a Google search and reformat and display them, ..."

The first part does state that "Google Services" does not include the Adwords or Adsense programs." Is there a seperate Terms of Service that I'm missing? I thought Google Maps was for business.
