Are expired domains still avoiding the sandbox effect?

I thought this has been fixed. But in some sectors I'm still seeing thousands of expired domains avoiding the sandbox effect. Is there an explaination for this phenomenon?

I also see that they get kicked out of the index every time a data refresh happens. Seems to me like Google tries fighting those expired domains spammers.
