Supplemental Results Threshold for Appearing in the SERP

Supplemental Results are often provided by Google if there are few or no 'standard' results for a search term. What is the number of standard results below which supplemental results are given, or does this number vary depending on the search term?

I used to believe this as well, however I have supplimental pages showing up on page 1 when there are 10,000+ other pages. Then again, perhaps the page count is off so much that it just appears this way.

There are several types of supplemental results.

Some are harmful (those that represent duplicate content) while others are not (those that show for older content searches for normally indexed URLs).
