safe search site: oddity

With safe search off the site:example.com for my largest site shows about 400,000 pages.

With safe search set to strict I get about 600,000 results! The site isn't adult by any stretch but I did the query out of curiosity. I'm puzzled as to how strict safe search can return **more** results?
