Proxy Server Hijacking Sites

Last year around late July my main site, that enjoyed many page one rankings in google, was dropped and has never recovered.

While doing a random allinanchor check I noticed that a proxy site holds the listing for my home page. I am not sure whether this is hijacking or not as it looks to be not intented.

The site uses a secure server but still allows for a google cache.

The url is something like this

[proxyserver.net...]

After checking the proxy site using the site command I found that there are almost 10,000 sites that have their index pages cached with this site.

What should I do? Is there any way to remove this?
