Google Re-Indexing a Re-coded Website?

Hi there guys & gals. First time poster here, so please be nice :) I'm also slightly new to all this Google stuff.

I have recently redesigned & recoded my entire site, including an inclusion of a Google Sitemap, Search-Engine friendly URL's, robots.txt etc. Everytime a new news post is made, I manually update my sitemap.xml and notify google about it in my google account.

This is where the problem occurs: Google still has all my old files indexed (old design, no meta tags etc).

Apparently Googlebot downloads my sitemap within minutes of a new submission, and according to my stats package on my hosting, Awstats, Googlebot has visited my site 123 times, with 18 downloads of my robots.txt file within the month of August.
The last visit being: 21 Aug 2006 - 06:14. According to my Google account, my site has no crawl errors and it still for some reason says Last crawl date: Jul 12, 2006.

Could there be any explanation why it is not re-indexing my new site?

My site, for the record is, <edited>. I personally cannot see any reason that Google should not be re-indexing?

Hmmm, after reading about it apparently takes upto 2 months for a total reindex on a domain name?

Is this true?
