are shocking in some cases

I am going on holiday soon and I wanted to know if the village on the Greek island I am considering visiting had any wireless hotspots. I did a search for islandname village wireless. I got 57 results.

Of these 57 results only about 6 actually had the three search words within their text. Google's cache reported that many of them only had the words pointing to them, which I would have thought that given the words used is hardly likely. The cache actually reported that the words had been highlighted on the other sites, which was wrong. None of them had all three words.

Most of the sites were crappy hotel directories that are obviously using cloaking to trick Google and they all seem to know how to do it. This is a recurring problem when I use Google for travel searches and it has been for the last couple of years at least. What is going on. Unless I am misinterpreting the results their search isn't working, can't they do anything about this?
