Is there a Sitemap Rule like that?

All URLs should have a backlink from another page.

Can i add a URL to sitemap that doesnt have any backlink.

Because sometimes i dont want a page can be reach by links. But google crawls by links.

1. If we submit pages like that would it be spam?
2. Will it index those pages?

No, there aren't any rules about what kind of pages you can include in a Site Map.

Whether Google does anything with the info is a different matter entirely ;)

A page without any backlinks from elsewhere on the site is like an old style "doorway page". All the search engines started chucking those out quite a while back.
