The previous owner rotated content therefore most of the URLs of the project which I have purchased are supplementals. Do you think 301 the supplemental sites and move them to new URLs would solve this problem?

Google doesn't obey 301s on Supplementals. But I'd still 301 every supplemental that should be, just in case Google obeys someday.

Yes, stated as fact: from observing several dozen websites closely for the last three years.
You'll find me mentioning it many times, starting at least two years ago, in this very forum.

I've recently found that it is obeying the 301. We changed domain names a few years ago and did a 301 from the old to the new site. For a long time the old links to the old site didn't show up in the results for links to our site, however recently a 5 year old link to the old site now shows up as a link to the new site even though the old link still has the old web address.
