Opinion on named in-page anchors - do SE's understand?

Avoiding duplicate content from anchor tags

I am pretty sure I know the answer to this (at least I hope I do...I'd be surprised if I was wrong), but I want to be safe.

If I have a link to a subpage on my site that looks like this:

[mysite.com...]

will Google see that and think that it is a different URL than

[mysite.com...]

?

I want to avoid any trace of duplicate content from my site and need to make sure that it is as clean as possible. Any help would be appreciated.
