Heirarchical vs. Highly Connected Link Structure

Is it possible for low value terms to help more competitive ones

In the article about google pagerank found at [netsavy.net...] the author suggests that a heirarchical linking structure to a website will tend to favour a page at the top of the heirarchy.

My question is whether it would be possible to optimize, say, 20 pages for low value search terms and connect them all to one another in order to reap the benefit of the highly connected structure (incoming links "spread out" their value more), but connect them all at least one-way with a higher page targeting a more competitive search term.

In this case, would the higher page garner a higher page rank from the effort, or is it a waste of time?

Incidentally, anyone have comments about the thesis of the pdf I mentioned?

In my opition it as waste of time in PR terms UNLESS you achieve more links from outside. Say you have a widget page (competative) and add separate red, blue and green widget pages. If nothing else changes some of the PR of the widget page will transfer to color pages, a sum zero situation. However if color pages attract links the PR of all pages rise by some degree depending on interlinking stucture. Welcome to WW.

not 20 but 20 million pages on at least 1 million domains with some trust. not even worth trying.
