Does Google assume that high PR home page links are bought?

I read about 2 weeks ago somewhere, that it is evan better to avoid link from homepages site with high PR, because google do not trust them seeing this as bought link? I caanot find this post now, so I decided to ask about your opinion in this matter?

Do you think that it is better to link to the site from subpages. They have smaller pagerank though and probably lower value as link.
Coud you share you knowledge about it with me?
