Can anyone provide a clear answer to this question of whether an English language website hosted / registered in say Singapore, Australia, South Africa, India or Hong Kong, as examples, gets treated any different in SERPS from an English language website hosted / registered in say North America or Europe?

Doesn't matter a jot where the site was registered; and for Google.com, neither suffix nor hosting address count for much.

But for local searches, suffix (eg domain.co.uk) and the server address are very significant.

There's a lot of threads on this already; have a skim through Google Search News

In my experience Google will more likely put you higher in serps if you search in local Google, for example if you search in google.ca site hosted in Canada will be higher in serps.
