MSN Sandbox

If i start a new site on a new domain and point some links to it, how long will it take for msn to give it credibility and rank it?

By all accounts, about 24 hours from when it finds you.

MSN appears to be calling new sites as positive, not a negative factor.

There is no MSN sandbox at the moment - at least - I haven't heard anyone say there is.
