1. Is there still an ongoing relationship bewtween MSN and Yahoo? Does MSN still draw their results from Yahoo?
2. Is it possible to submit directly to MSN now?
3. We have a judgement against our URL in Yahoo and are being exluded from their search results. We DO show up on MSN, but we are way in the listings (#400) for our main two word keyword. We rank #2 in Google for this same keyword. My question is, does having a judgement against your URL in Yahoo hurt your ranking on MSN?

There's no longer a relationship for the natural results between Yahoo & MSN but they still share the same advertisers. So you'll see the same ads but the actual natural results are different.
2. Is it possible to submit directly to MSN now?
MSN currently doesn't have a submit feature but if you simple link to your site from a page already in the index of MSN it will be included in MSN

The Yahoo judgement on its own won't but the reason you got that judgement will possible play into how and if you are kept in the MSN results.
