Looks like they require you to pay minimum $49 now to submit. [submit-it.com...] Am I missing something?

You don't really need one. I bought a new site a few days ago and msnbot came very fast.

The index page of my new site has been in beta.search.msn within 10 days after it had gone live.

Just get a link to a new site from a decent/old site. You will get indexed within days.
