The dream of a network PC has been in Eric Schmidt's mind since 1995.
For those with access to the archives of the New York Times, you might want to refresh those old dreams with an article by Peter Lewis titled "Doubts About the Fantasy of a $500 'Network PC'" and published on November 27, 1995.

Pretty scary if you ask me. There was a time that I would have trusted a Google OS. But not anymore; they've been too "fishy" for the past year or so for my liking.
this way power users can do what they want and normal users can work in the same environment anywhere, simply and easily.
plus you'll be able to share documents with other thinGoogleOS users at a click of a button instead of emailing large attachments in different formats.
Documents could be published on your site/blog in a snap no need for uploading files anymore. Which Google will index first before any other search engine of course.
Google's mission is to organize the world's information and make it universally accessible and useful.
it will require a paradigm shift away from PC based office suites and PC based operating systems before microsoft start to have problems.
In some areas that shift is happening now. But it will also require ultra-fast broadband to really be practical. Thin clients on a local network do actually work really well - and it's also a great way to combat software piracy.
I can see MS being just as interested in thin client OS's.

I'm not sure everyone will run out and buy Google O/S - look what is happening with Linux. Large companies remain entrenched in Windows products because their IT departments are afraid to make the sift to other products.
The employees of these same companies like to use the same operating system at home as they do in the office.
There are also significant challenges that go along with an O/S. Did you ever look at the hardware compatibility list for a Linux distro and compare it to Windows XP?
Finally, there remains two schools of though on networks. On the one hand, Google might think that they need to organize the world's information. On the other hand, memory is cheap and chips are fast. Why do I need Google to organize my information?
Most of the time my broadband connection sits idle - 99% of the time it grabs information only when I tell it get something. Perhaps in the future, the operating system will analyze what we are looking at each day on our desktops and fetch information when our connections are idle and organize it for us. In that model, I don't need Google at all.
OpenOffice.org (Sun's attempt to poison Microsoft) is doing ok, but that kind of app isn't really Google's forte. OO is big and clunky, though - just like Microsoft Office - and there's definitely room for a smaller, cleaner set of Office applications for people who just want to type letters. Some kind of network application might have some success here.
Windows... that's a tougher call. I can't see any reason for Google to join the Novell/Redhat/Debian arena, or start competing with IBM. But they could push Firefox more (features that don't work in IE?) and make sure apps like GoogleEarth were cross-platform. There might also be an opening for specialised systems built on top of Linux - library and information kiosk terminals, maybe?
Why not... USB as OS!
In this context, the Internet is no more an OS than is the cable connecting your keyboard to your PC. The Internet is not anything more magical than that -- just a connector. It has to connect you to SOMETHING, and for the purpose of this discussion, that would have to be some box running some OS.
End users might not have to care what OS that box is running -- but frankly, most people don't know or care even now. They just click on the little picture that says "email" when they want to send email.
