It's been down since 7:56 PST +15 min (8:11 PST) according to SysSense which tells me the last time it pulled my earnings from Google and it's set to 15 min updates and hasn't updated since.

Where did you see this? I don't recall seeing it on the login page today - and I logged in plenty of times before it went offline. No mention on the official AdSense blog either.

Yes, i too couldn’t recall of seeing any such notice in my account. Looks unplanned downtime to me.
