fopen URL wrappers on shared hosting accounts

Do most shared hosting accounts (i.e. your average $10/month service) allow you to fopen() a URL?

I've only ever worked with dedicated servers so i'm not familiar with a locked down / "safemode" setup (which doesn't imply that it prohibits URL wrappers itslef, but they can be disabled through another PHP ini flag).

Most that I have run into allow it, yes. But most of those are shared hosting servers in the U.S.
