Secondly, is this a simple example of cloaking? A javascript or php redirect to another site, and text in the body of your HTML for the search engine who can't read the javascript or php?

Yes you can get the info. I don't really see the value of putting the password in the url. That is an extremely unsecure way of dealing with passwords.
and no I would not consider that cloaking. Air posted a great cloaking breakdown here.
