I will have a page where i'm place a country map and area on it. How is the best way to construct it. Shall i include php and make it with function. Or each php should have each own number of it's php function what produce only this country? I don't know how it builds. Anybody can explain me the best way?

depends on what exactly you want to do with it but an image with an image map for links has worked fine for me in the past.
