PHP tutorials, books, or websites

I am trying to learn php and not getting too far. I taught myself html and know a little css. I can manipulate javascript and some php, but actually writing it myself - not so good. I do not know any programming language and I am sure that doesn't help. I would take a class, but can't seem to find any in my area. The online schools cost a fortune and I really don't want a degree in this. Anyhow, does anyone know any good sites to learn php (or books) specifically for someone who knows no programming. Or would I be better off trying to learn something else first. I would prefer books/websites that give you a section of information and then have you write something yourself. I learn best by doing. So far all the books sites I look at just give you a long list of variables and what they do. I can read and understand that, but unless I actually play around with them and put it to work it really doesn't sink in.

Oh, and I'm new here so I apologize in advance if this question has been asked before (which some reason I'm sure it has).
