my host has php and mysql installed, but their documentation is sketchy at best and I'm a newbie at php. I'm set to install phpadmin, but don't know where it gets installed.
Does phpadmin get on my PC or in a directory on my webspace?

Put it in a sub-dir off of the main webspace. Make sure to use password protection so no one else can have access to it. Follow the install instructions provided and everything should go together smoothly for you.
