PCNTL on Windows?

Does anyone know if there is a hidden pcntl library that can be used with Windows? As far as I know there isn't. If nobody knows if there is, does anyone know if one is being made? And finally, if one isn't being made to anyone's knowledge, how would a person go about getting on the PHP Developer team to create one. ;) Thanks!

There is a link in the User Contributed notes area of the Process Control Functions [php.net] page that may be of some use to you (search for win32). As far as development specifically for Windows environment...have you ever heard Rasmus rant about that OS? I think it may not be likely to see that anytime soon is my point...
