I'm looking for skins that exist for phpbb2 that are standards complient. I'm not talking about tableless layout but simply something that validates and maybe uses css-p in areas where it would be sensible to do so?

can't say I have looked into this much. Have you tried the phpbb community sites?

phpbb is supposed to validate as 4.01 Transitional, if you read the source on their site.
I ran it through and it gave me some errors but only a few. You could probably go through and fix them yourself without to much trouble. Unless your wanting xhtml validation.
