I do not really understand the question. How would you assume that they are getting actual alexa rankings using php?

Or are you just referring to a php powered site which happens to have an alexa ranking?

I heard someone use "fsockopen()" to get alexa's ranking out put

To be honest I haven't heard mention of that. Maybe someone else might have a little more insight than I have.

I'm pretty sure he's looking to do something like was just discussed with Google placement [webmasterworld.com] where coopster's suggestion should be a good starting point.
