Alternative to Joomla

Something less complex?

I've been playing with Joomla and whilst it's extremely feature rich I feel it might be too complex for my client (and maybe myself) to use.

Is there a alternative that has the following features....

1) Coded in PHP/mySQL
2) Good range of templates available
3) SEO (static URL's, <alt>, <h1>, etc tags
4) Contact form
5) Mailing list
6) Last but not least, Free (GPL)!
