user management system

My site will not update "news" wise often, It is a database of items, and I have a different self made script to update all that. I am looking for a program to manage users, and integrate them with forums, newsletter, etc. Is there such a thing out there?

I am not sure off-hand but would like to believe that most bulletin board or forum software would include any/all of the desired functions listed. Have you browsed the open source repositories such as hotscripts, sourceforge, freshmeat, etc?
