I presume you're talking about a basic "site map."
A site map is just a page that provides links to:
a) all the pages on your site, or,
b) all of the pages on your site that you deem important.
The site map is best linked to from the homepage (at least), so that it's easy for the SE's to find. In this way, one click away from the homepage, the SE's will encounter a 'guide' to all the other pages in your site that you care about.
It simply increases the chances that all those pages will be effectively crawled, assuming there are no other issues, i.e., difficult to follow URI's, etc.
