File sharing system

I'm looking at a potential project which would, at its core, allow registered users to upload and download files.

Ideally it would be like the old BBS systems of ratios - you u/l 5 files and can then d/l 10.

I would be hoping to do this with PHP and mySQL, but before I start, I wondered whether anyone knew of any such systems available freely/cheaply online; I've had no joy searching so far, but maybe I'm looking for the wrong thing!

Any suggestions would be gratefully received.

I'm not familiar with anything like this but that doesn't mean somebody hasn't done it yet. Seems straightforward enough though and you already have a plan -- it's probably going to be quicker at this point to just go ahead and develop it. By the time you are done searching for a solution you can probably have it knocked out :)
