If you have an HTML file with <?php><?> tags in 3 separate locations, in what order are they parsed by the engine? In parallel or in sequence from top to bottom? Does it matter really?

Top to bottom. Order does matter. If you call a variable at the top of your page and declare that variable at the bottom, your script will choke because you're asking for a variable you haven't created yet!
