For the hyperlinks on it's page, the keywords in the description are separated by xx. Would there be any reason to do this?
Below is an example (not a real link on the his page but same principle)
Hyperlink text "Great free xx newspaper xx subscription" will link to www.free-newspaper-subscription.ca
For example, if someone's keywords or phrase is "blue widget", they may get lots of hits by people searching for this term on google,
However, how many people would search for "blue xx widget".
What surprises me is on this person's sight, every word in his keyword phrase is separated by xx, yet he still manages a very high PR.
He does do a lot of linking with other sites he owns. It's a closed ring.
High PR has nothing to do with keywords or phrases, these are totally unrelated topics. PR is solely related to linking.
Keyword relevancy does not mean keywords only :)

There's your answer. Closed rings will probably be filtered out sooner or later.
True, PR is due to linking, but does a website not get associated by the keywords it uses.
If 100 websites have a link on their site to yours and they all use the words "blue widget", you have a high pr and will have a high ranking for the words "blue widget".
That being said, I can't see the advantage of using "blue xx widget" for it's keywords
