They must have a specific usage and following. I have never seen them referenced before.

You don't need keywords in the comment tag at all, and most of the ones you have listed aren't necessary.
meta keywords isn't used much at all any more, but it's still good to include with the major keywords and phrases for the page, if only to hone in on the specific focus of the page.
meta description is good to use, some search engines use that as the description in their search results so it should entice clicks as well as include the major keyword phrases for the page.
A lot of people do use meta robots, but default is index,follow so it's not mandatory unless you want a page to *not* be crawled.

That's a good one to use, but the others aren't necessary and just load up the code.
