Button-holing Keywords. Is this possible?

Is this just another attempt at snake oil or a genuine pitch?

I have received this offer by unsolicited email.
Can anyone please decipher what it means. It sounds like the traditional snake-oil to me.

We offer you five search terms, which will exclusively belong to you for a period of 12 months within which you will enjoy top listings on the search engines above.( a long list including Google) Once purchased, these can’t be resold to any of your competitors hence you will have a unique lead on the field.
We will optimise your site, take the search words off our data base, assign them to your site and then submit to the search engines listed above. The search terms available are ( a list given here of keywords) These amount to a massive 259728 hits in one month, that is the amount of traffic that we can send to your site!

I have a database as well. I can assign any keywords in that database to you. Of course, that will come at a price, but you'll exclusively own those terms in my database for the rest of your life. Garanteed!

Don't ask me what your benefit in this will be, but hey, it's an offer! ;)

What they are trying to say in Unconventional terms that once you choose your SEO keywords they won't take any contracts from your competitors for that keywords. It's no big deal. They must be sending such mails to all poor guys who have no clue of what SEO is. My advice is stay away. HTH.
