Let's say I sell advice on writing contracts. Let's say I have good kw for "writing contracts", but nothing seems to be specifcally good for "advice" - neither "advice", "help", "ideas", "questions", etc etc seems to be particularrly targeted, or get a bulk of searches.

How do I select which kw('s) to target? Should I pick one randomly, and focus on it, or should I try to spread myself out? I'm really quite confused as to how to deal with this issue.

Keywords are arguably the most important strategic step in the SEO process. Choosing keywords is a function of two factors…
1.Customers/audience
2.Competition

You have to develop some understanding of what keywords your target audience is going to be using. Then you must decide out of those, which ones you can defend against your competition. What’s important to note is that competition in search engines refers to those sites in the same “keyword playing field” not so much the “product/service playing field.”

Because of these two factors, focus tends to be the key to keywords. If you sell widgets then using “buy widgets” is going to be better then “widgets.” It will cut down on extra noise (traffic outside of your target) and will be easier to defend then “widgets” which often includes the entire food-chain…manufactures, producers, distributors, etc.

Focus is also important in optimizing content on each page. Don’t try and fill one page with 20 different keywords. Use your entire Web site in optimization.

But let's say that there are no particular words which seem to pull in decent shares of the searches - they are all scattered about a variety of small words.

Also, are you saying that I'm better off arbitrarily using one word exclusively in one page and another one in a different page (even when theming is not an issue)? Can anyone else confirm or deny this?
