going to setup a website, a-b-c and abc are available where a b is the main target phrase
is this a good idea from a search engine ranking point of view
and if so should a-b-c be the main site with the content with abc just redirecting to it

Using dashes will give you some advantage in rankings - how much depends on the search engine. However, domains with dashes look spammy to the trained eye. So I guess it partly depends who your target audience is, and you may also want to take a look at what the competition is doing.

the plan was to have the website at a-b-c.com and registering the second domain with the same hosting provider who provide free redirection, so i guess abc.com would point to the index on a-b-c.com

Having two domain names point to the same index page is common practice, you should be fine doing that.
