if you are marketing your product in a specific city, or state or both.
do you have list that city and/or state with every key word?
just to list Hotel if your hotel is in Playa del carmen, Mexico will get lots of un necessary hits? Am I correct? Plus will cause you to have alot more competition that really isn't, (cause they aren't in Playa del carmen)

Generally it's easier and more effective to promote the city and state with your keyword if the product or service is only available in one area. It will drive better qualified traffic to your site and it will ease the competition. Good luck.
