Is it best to include all relevant keywords in the meta tag and within the actual content or should you only place the keyword with the highest bids to maximize AdSense revenue? All opinions are appreciated.

Theinc, the most effective way to bring in traffic is to to give each relevant keyword phrase it's own page. Start building content for your core keyword phrases "keyword with the highest bids" and then build pages to support them.
Remember that a person may find your site through a page/keyword phrase with a low bid, then go to another page on your site and click on an ad with worth more! Plus, all those low click-through costs can add up.
