How does Overture define its keyword tool

Hello Everyone..I have a quick and probably somewhat basic question about Overtures keyword tool. Im sure we have all used it at some point to see how many times a certain keyword is search for in a month. My question is this...If i type in a keyphrase like "widget service"...Overture gives me results like

1000000 searches for "widget service"
500000 searches for "premium widget service"
40000 searches for "cheap widget service"
3000 searches for "low cost widget service"

so on and so forth...My question is for the most searched keyword/keyphrase (here being "widget service") Does that only intitle that keyword/keyphrase? or does that include anything that comes before or after "widget service"..Basically I want to know because if my page is ranking #1 for the keyphrase "widget service" is there really 1000000 searches in the month that were done for just widget service? You can't know for sure based off this tool. Overture includes automated searches and people like you and me typing in those KW phrases. Think of it as a nice starting point along with Google's Suggestion tool. You can test phrases with AdWords if you have some $ to spend, otherwise monitor your logs. There's a ton of information there.
