Hi, izahmad, just want to make sure I understand your question.
You want to know if the anchor text within your site is as important as the anchor text from links pointing to your site? Hmm..I haven't tested it, so I can't say for sure the answer is yes. But I'm pretty sure it is. Maybe someone else can chime in?

As far as the tutorial link, I think you almost answered the question yourself;-) Guide to write an SEO article [google.com]

I would imagine that external anchor would surely be of greater value than internal.
That said my own experience is that internal anchor text can be very effective form of seo.
The position on the page is also of considerable relevance, I believe.

As a sideline a search on google for 'home' shows the potential of internal anchor text

Both my new articles went straight (2 weeks) to #1 and #10 for their terms. They have NO pagerank or incoming links (besides the home page). I have the keywords in the title, meta tags, h1, h2 and OUTBOUND anchor text. That's it!

Yea Mona, you got the question...I noticed some webmasters have no external links but they have a lot of material and articles in which they have links pointing to their home page and those links contains the keywords in anchor text...to my surprise their ranking is pretty good..looking at this, now I am believing that each link is counting towards their votes...at the same time we know only one vote counts from one domain (it doesnt matter how many links are coming to your website from a single domain)...

If each document (page) stands on its own, and if it has meaningful content, then it should be able to rank on its terms as well as lend support to the homepage.

Deep links are good. Deep links bring PR (and more important, visitors) into the site, and the internal anchors spread it/them around the site.

I know this isn't a direct answer to the question, but sometimes we forget to look at the forest because we are so enamored of a particular tree.
