Should I put my keywords in the anchor text of outgoing links?

I want to make sure that what I am doing is correct or not...If not, suggestions will be appreciated.
Nowadays the text associated to the links to your website matters alot..I have different pages optimized for each keyword...My question is: will it be more effective if the text in external links should contain that keyword?
For example I am selling 'widgets' and one of my page is optimized for 'red widgets' will it be more effective if I include the text 'Buy cheap red widgets' in the link linking to that page?
One more question, what is the rule for link building? I mean direct all the external links to home page or we can distribute among several pages?

Out going link text is supposed to be effective as well as incoming link text. It's seems to be helping me recently.

To answer your second question, I would get links to deep pages as well as the home page when possible. If your whole site is linked together properly, the whole site will benefit from deep linking.

Oki..sounds good..So it does't matter where the external links point to your domian (page)....It will benefit the main domain...Thanks for your help.
